On 15 May 2013 (Wednesday), a person who wanted to have an untitled land titled came to the RD Office to process the titling documents. After having the fees computed, the person went to the Cashier's window to make a payment. No one's there. The employee beside the empty window told the person that the Cashier was on leave, and that the person must go back the following day to pay the fees. 

Questions:

(1) Shouldn't the Office ensure that a relieving Cashier would be available to cater the public despite the Cashier's absence?

The Office of the Register of Deeds belongs to the Land Registration Authority of the Department of Justice.
